It is difficult to overstate the importance of the announcement by Facebook in June 2019 that it intended to launch a multicurrency stablecoin, a new digital currency called Libra for general cross-border payment use. Indeed, one commentator has likened the impact of the Libra announcement on central banks to the sudden arrival off Tokyo harbour in 1853 of the ‘black ships of evil appearance’ - a modern, irresistible US fleet – that led quickly to the collapse of a centuries-old ruling system and to the opening up of Japan.1 For the ...

Thank you for inviting me here today to talk about the ‘shape of things to come’. I want to concentrate my remarks today on payments and money – how we pay for things and what type of money we use. These once dusty and forgotten corners of the financial system have been transformed in recent years. And there are good reasons to believe that even more radical change is on the horizon. I will talk today about developments within in the UK, but much of the trends and the possibility of further technological advances that I will cover ...

As some of you may have seen, the Bank of England and the Treasury have today published, as a Consultation Paper, the report of the Bank of England – HM Treasury Taskforce on the introduction in the UK of a central bank digital currency – a ‘digital pound’. So I am grateful for the opportunity today to set out some of the thinking behind the report and the next steps we propose. First, however, I should set out the headline conclusions of the Taskforce. Our assessment is that on current trends it is likely that a retail, general purpose digital central bank currency - a digital pound – will be needed in the UK. This would be a new, digital form of money, issued by the Bank of England for use by households and businesses for everyday payments. A digital pound would be a very substantial financial infrastructure project that would take several years to complete. It would, as many in this audience know, have major implications for the way we transact with each other and, more broadly, for the financial sector and the economy in general. The Taskforce’s conclusion is that we are not yet at a point where a firm decision can be made to implement a digital pound. post at 10:31am: BOE'S CUNLIFFE: DIGITAL WILL ALMOST CERTAINLY BE REQUIRED. post at 10:34am: BOE'S CUNLIFFE: THE UK WOULD CAP DIGITAL POUND HOLDINGS AT £20,000 PER PERSON. post at 10:38am: Boe's cunliffe: we have not yet decided whether a digital pound would employ digital ledger technology.

The introduction of a new power giving ministers the right to block or change the actions of regulators would be concerning, according to the Bank of England official responsible for financial stability. Adding a “call-in” power to the UK’s financial services and market bill could undermine regulators’ independence and hit the industry’s international competitiveness, Jon Cunliffe, deputy governor of the central bank, said to lawmakers scrutinizing the draft legislation. He also said Brexit has given the UK the opportunity to redraft ...

In recent years, regulators and central banks have become increasingly focussed on ‘crypto’. No meeting of the international regulatory or central banking community takes place without a discussion of some aspect of the financial products, services and technologies that have come to be labelled ‘crypto’. Not surprisingly, given their explosive growth and wholly unregulated markets, much of the focus has been on crypto assets, particularly the highly speculative, assets like Bitcoin and the so called ‘stablecoins’ that function as the ...
