I use Cyprus based broker - FXpro - and I have no problem. They even have negative balance protection so I do not understand the stories you heard.

Sounds nice but you need to deposit a lot of money to be Pro. My broker requires at least 50,000 USD. That's far away from my possibilities.

Is it so difficult to inform the customer about the risk and let him choose what leverage he wants to use? That's exactly what my broker does and I think it is sufficient.
