Intellicharts, FXtrek, Esignal and Tenfore have the EFX datafeed, non of those are free. You can also connect software like Neoticker directly to EFX. There is no good and cheap charting possibility with EFX data as far as i know, which is a pitty.

There are more suitable ordertypes than "market" on EFX for your sort of endevour. I get those mini-disconnects for a few seconds too, a few times a day. Not sure if its "the internet" or an efx-problem.

Your misconception is that EFX is the only ecn-type broker. Interactive Brokers has simmilar spreads like EFX(0-2 on cable), so do currenex brokers and some others. Difference is, you pay like 2-5 times(depending on pair) less in commissions there.
